People battle cold to stay warm

Some Terre Haute residents braved temperatures in the upper 20s early Tuesday in an attempt to stay warm this winter.

The Western Indiana Community Action Agency is taking applications to help pay utility bills for those most in need.

Officials in Terre Haute say they open at 8:30 in the morning and accept the first 40 people per day.

News 10 found some people in line as early as 2:00 Tuesday morning.

One of those people was Andre Livingston.

Livingston explains "there are so many people out here that are facing disconnect notices with lights, and have families to feed, and are going without...should not have to wait in the cold, going, you know, near freezing temperatures for over three hours, waiting for what little help they need."

Applicants will need to bring their social security card, proof of income, a gas and electric bill and lease.
