How ISP tracked down Haley Jr.

TERRE HAUTE, Ind. (WTHI) - "This investigation was done under the supervision of the Internet Crimes Against Children Task Force," Sr. Litigation Counsel Steven Debrota said in a press conference Monday.

That task force is responsible for tracking down child pornographic activity on the internet. That's exactly what they did to catch James Haley Jr.

"This investigation is the result of some very undercover work that was done on a peer to peer network," Debrota said.

In layman's terms, a peer to peer network is used when people connect their computers directly to another computer, without a central server. People use this method to send and receive things privately.
     
The task force uses officers to monitor internet activity all over the state of Indiana. One officer noticed someone sharing more than 100 files by using a peer to peer or P2P connection. They say when someone shares that many files on that type of connection, it's normally a red flag for child pornography distribution. They tracked the computer, and found it belonged to Haley Jr.

"This is an extraordinary amount of investigative, top notch, top flight police work done in a very, very short period of time," U.S. Attorney Joseph Hogsett said.

Hogsett said Haley's prosecution comes as part of the "Operation Community Watch." That's a statewide initiative to reduce child abuse in Indiana.

Haley's scheduled to appear in court again Thursday.
