SPRINGFIELD, Ill. (AP) - A candidate from the past has returned to run for Illinois governor.

Jim Ryan said Tuesday he has more experience than the other candidates seeking the Republican nomination. He served two terms as attorney general and ran for governor in 2002 but lost to Rod Blagojevich.

Ryan defends his long friendship with Stuart Levine, who admitted to fraud and money laundering connected to the scandal that ended with Blagojevich facing federal charges.

Ryan also claims he can balance the state budget without raising taxes, but he won't say how. Next year's deficit could reach $12 billion.
