MARSHALL, Ill. (WTHI) - It's case of the city versus the landlord.
Michael Wyatt owns Mill Creek Apartments. He said a piece of concrete clogged the city's drain causing sewage to back up into his apartment complex, destroying everything.
"The sewage is still about three inches thick. I'm probably betting it's somewhere between $150,000 and $200,000 worth of damage," Wyatt said.
Meanwhile, Marshall's mayor said Wyatt is responsible for cleaning up the mess, because it was his property.
"It was his storm water. He has to get it off his parking lot and from draining in from inlet that goes into our sanitary system," Marshall Mayor Kenneth Smith said.
He also said the city's insurance states they're not responsible for the flooding.
Furthermore, city inspectors don't believe much of the damage is caused by sewage.
However, both sides agree, the families who've lost there home are most in need of help right now.
