Standoff ends with single arrest

CLAY CO., Ind. (WTHI) - At 5:45 p.m. on Friday, Indiana State Police Trooper Marcus Tow was called to a residence at 6602 Coulson St.  in Coalmont, IN for a reported domestic battery.

Upon arrival Trooper Tow noticed a female, whom appeared scared and distraught as she sat on a recliner, and ignored his requests for her to answer the door.

A male voice from somewhere inside the residence told Trooper Tow that they weren’t in need of police assistance and that he should leave.

Additional Troopers and Commanders from the Putnamville Post arrived at the residence to assist and repeatedly requested for the male to surrender and exit the residence; however, they were ignored.

After approximately 30 minutes of negotiations by Hostage Crisis Negotiator Senior Trooper Joe Rutledge, multiple troopers, led by District Commander Lieutenant Dan Jones breached the front and rear doors of the residence and entered the home.

The male then started to advance toward the female and refused multiple orders to stop.  Trooper Brent Robinson deployed his electronic control device (TASER), striking the male and stopping him.

The suspect, Fred C. Mullins Jr., 28, from Coalmont, IN, was preliminarily charged with Criminal Confinement, Strangulation, Intimidation, Resisting Law Enforcement, Battery, Interference with Reporting a Crime, Possession of Paraphernalia, and False Reporting. 

Mullins bond was set at $7000 with no 10 percent.

The female victim was the live-in girlfriend, Tammy L. Mayfield, age 43.

Others assisting Trooper Tow were ISP Sergeant Tom Hannon, Troopers David Petrowski, Tyler VanNess, Todd Brown and Mike Taylor and the Clay County Prosecutor’s Office.
